The network concept

“All for one and one for all!” Everyone knows the famous motto of the Musketeers, the legendary protectors of the French royal family! In our association’s vision it translates as “One timetable – one ticket – one fare”.

The job of the Verkehrsverbund Oberelbe is to bring together the regional public transportation companies to create a unified, area-wide offer for bus and train services. The result is a timetable agreed by all the partner companies in the association. Another major advantage is that the whole VVO area shares one fare structure. This makes it far simpler and clearer to buy tickets: as a passenger you can use all the forms of transport in the network with just one ticket.

Furthermore, the VVO’s extensive infrastructure programme guarantees constant modernisation, and the continuous development of bus and tram connections, e.g. tram stops and Park+Ride services. And of course improvements to transport quality by gradually modernising our partner companies' fleets plays an important role.

The network

The Zweckverband Verkehrsverbund Oberelbe (Z-VOE) was founded on 17 January 1994. The actual transport companies themselves are not members of the Verkehrsverbund Oberelbe association; this role is played by the district authorities in Meißen, Bautzen and Saxon Switzerland/Eastern Ore Mountains, as well as the City of Dresden. The legal basis for this association is the Saxon Law on Public Transportation (Sächsisches ÖPNV-Gesetz). The goal of this association is to make public transportation as effective and as customer-friendly as possible and to create a unified local transport system that enables seamless changes between rail and road.

On 24 May 1998, four years after the Z-VOE was founded, the VVO tariff was introduced and the idea of a network made public. Only a little while later, as a parallel institution, Verkehrsverbund Oberelbe GmbH was founded. Today the VVO has 40 employees who have taken on the tasks that have been passed on to them by the districts.
