Infrastructure programme
The infrastructure programme 2010 includes infrastructure projects (e.g. places to change from one means of transport to another, P+R locations, new regional rail access points etc.), in which the VVO is financially involved. The programme helps in the planning of complimentary financing and is the basis for the agreements with the Free State of Saxony with respect to the state investment programme.

With its regional traffic plan and its targeted regional rail network, the Zweckverband Verkehrsverbund Oberelbe (Z-VOE, Administration Union of Upper Elbe Transport Companies) has created an integrated public transport concept for the local traffic in the Upper Elbe region. This concept was designed to include all means of transport and all transport companies equally and fairly.
The VVO is involved in the infrastructure measures with the aim of reducing and eliminating physical barriers to the changeover to and between various means of public transport. A further aim is the integration of the various forms of transport. It is envisaged that the infrastructure programme will have created the physical interfaces for the different modes of transport by 2010 as well as the prerequisites for a virtual system network (customer information, vehicle assistance).
The realisation of the infrastructure programme 2010 will lead to more than 45 new interchanges, Park and Ride locations and stops being built by the end of the decade.
Interchange Weinböhla
So far, 41 projects have been carried out, with an investment volume of about 57.4 million euro. In 2009, two transport interchanges were built, in Riesa and Klingenberg-Colmnitz, the total sum invested being some 3.6 million euro. In October, the Arnsdorf Curve was also opened (total investment: 5.5 million euro). In 2010, eight more projects with an investment volume of around 9 million euro are to be started and, in some cases, completed. The P+R spaces at the regional rail network stations of Radebeul Ost, Glaubitz, Pirna and Arnsdorf are already under construction (stage 2).
Work is currently underway on continuing the infrastructural programme up to 2020.

So far 34 projects with an investment volume of approximately €42.4 million have been realised. In 2007 two interchanges were completed in Dürrröhrsdorf and Sebnitz, involving total investment of around €2.4 million. In addition, the first construction phase for the park and ride site at Arnsdorf station was initiated (total investment €0.8 million). In 2008 eight further projects worth €10 million are to be started or completed.
